GOP candidate for governor Steve Hilton on Tuesday revealed the first stage of spending cuts he says will pay for his plan to completely remove state income tax for Californians earning up to $150,000.

Hilton told The California Post that the state will be able to save money for his ground breaking tax cuts — which will impose a 8% flat rate after the first $150,000 — by slashing government spending, including forever shelving California’s $126 billion high-speed rail project.

He plans on defunding the “homeless industrial complex,” where billions have been funneled to homeless nonprofits by the state government in an attempt to combat the state’s drastic homelessness problem. However, Republicans have critiqued such funding as enriching nonprofits without actual results.

Hilton in his announcement also targeted political activity allegedly funded by taxpayer money. He specifically called out CHIRLA, or the Coalition for Humane Immigrant Rights, which received nearly $34 million in government grants, and its alleged ballot harvesting.

He also will cancel “vanity projects” previously reported by The Post, such as portraits that cost thousands of dollars and nonprofit projects such as those by Newsom’s wife, which have come under federal scrutiny.

He also claimed he will implement 5% efficiency saving across all state departments and a 10% headcount reduction in “Sacramento bureaucracy.”
