The self-proclaimed owner of the world’s smallest penis has been offered a life-changing procedure to boost the size of his manhood by a top plastic surgeon — free of charge.

Michael Phillips, 38, from North Carolina, received a generous offer from top Beverly Hills doctor Robert Dorfman, who said he would perform the enhancement procedure for free, valued at $20,000.

Dorfman said he had been moved by Phillips’s story, who said his minuscule member is just 0.38 inches long when erect — less than the size of a pencil eraser or a grain of basmati rice.

Philips, who has gained a small measure of internet fame for his pea-sized pee-pee, says his issue even makes it difficult to urinate.

“I understand how deeply personal these concerns can be. They can have a significant impact on self-esteem and confidence,” Dr. Dorfman told TMZ.

“If I have the opportunity to help someone feel better about themselves, I’m happy to offer my services at no cost,” he added.

Last Thursday, Phillips launched a GoFundMe to pay for penis enlargement surgery, saying that his condition meant he has to wear diapers every day.

“This has been a source of daily frustration and embarrassment, especially when traveling, which I like to do, and it has affected my confidence and independence,” Phillips wrote in the fundraiser.

He said he had saved up as much money as possible for “the cost of the surgery and injections that could help increase the girth and allow me to use the restroom more normally.”

However, Phillips pulled down the fundraiser a day later after he said he had learned more about the risks of the procedure, including losing sensation or the ability to get an erection.

Dorfman now wants to explore injection treatment instead.

Phillips previously described the difficulties of having a micropenis, which is defined by doctors as any sexual organ less than 2.67 inches long when stretched.

He said that having a penis the size of his pinky fingernail had all but destroyed his desire “to approach new people, especially females.”

Phillips said earlier this year he was considering entering the Guinness World Records for his tiny todger, which has not been verified.

In a viral social media video, a woman claimed Phillips had sent her an unsolicited penis pic during an online argument after he insulted her weight and she taunted his member.

“This is by far the smallest one I’d ever seen,” the woman said in the video.

“I tried to tell her it’s a disability and something I have to live with,” Phillips previously told TMZ, adding that he only sent the pictured “to show her that she shouldn’t make fun of people and let her see what she’s making fun of.”
